PR and RCV Advocacy

The Election Law Clinic is continuing its state and local-level efforts by partnering with local organizations and advocates in promoting theadoption of proportional representation (“PR”) and ranked-choice voting (“RCV”) in their local communities. PR and RCV, when used in multi-winner elections, enfranchise racial, ethnic, and political minorities; de-emphasize the effects of geography and gerrymandering; and incentivize coalition building and depolarization. These election systems offer a non-partisan election solution for localities seeking to ensure a meaningful right to vote is preserved for all.

BACKGROUND

ELC was asked to provide testimony in the Washington State Legislature regarding the passage of HB 2210. The bill offers localities the optionto use RCV in their elections, and is intended to protect local representation by strengthening and securing fair elections in local governments.
